There is some force in the Governor's arguments and we may be able to make some play with the precedent of the Straits Settlements where refunds were made in sterling not only in 1925 but in 1924, (see 27567/25 and 26293/24). In practice, of course, it makes practically no difference in the case of the Straits whether repayment is made in sterling or local currency, as the rate of exchange is fixed, but we may be able to argue the point
on principle.
The first thing seems to be to send this to the War Office for their observations
